Can a person buy this phone if they have a Verizon data plan (Thunderbolt) and start using it right away? If not, what needs to be changed/purchased/altered.

Amazon.com: Samsung Galaxy Note II GT-N7100 - factory unlocked- 16GB Gray: Cell Phones & Accessories

I want to keep my unlimited data plan.

And what does "factory unlocked" mean?

No, it appears to be the GSM version, which will not work on Verizon's network. This phone will work on AT&T, T-Mobile, and other GSM carriers. Factory unlocked means the phone isn't locked so that it only works with a particular carrier.

The only way to keep unlimited data is to buy the note 2 full retail. If $300 is your limit then you must get a new data plan at the subsidized price. Verizon won't let you keep it if you renew your contract.
