Sometimes it is faster to switch to 3G when 4GLTE network is overloaded

Normally, 4GLTE is fast and fine, but sometimes I find that when 4GLTE is running real sluggish, most likely due to an overcrowded 4GLTE network, then switching over to 3G is faster. Not just in speed tests as shown in the attachment, but actual browsing, email, Android Central is way faster and smother as well. The area that I was in when taking these speed tests was a decent signal area. In non peak times, I can see 20mbps, so it isn't an issue with signal strength.
