If getting a full sized 8mp image is your aim, don't download your image from Google+. It will be only a 3.2 mb image rather than the 8mp that the camera shoots, even though your option will read "download full size".
Rather, email the image to yourself or connect your phone to the computer and copy the image from the SD card, where I think you should be saving your images.
No doubt the reason for downsizing the images is to speed up data transfer, which I have to admit is practically instantaneously, rather than taking an eternity as it seemed to with my former Droid 2...and this is with my less-than-stellar wifi home network upload speed.
