I have been facing this same issue for the last 2 years on Samsung Android various versions. Called Samsung support but they could not help. After a lot testing various scenarios one thing I found for sure is as below and can be reproduced, I guess by all.
I use Note2 and as per corporate policy I need to have a password for unlocking. I have set my screen timeout time to 30 secs and the screen lock out time to 29 mins 45 secs. So ideally when I get a call (or make a call), unless I overshoot 29'45" the screen should not lock though the screen may go black. In this case the screen should go black after 30 secs and once call ends before 29'45", I should be able to go back to original screen without need to unlock. However this is what I noticed :
If the call ends BEFORE 30 secs while the screen is still ON (not black) the phone does not lock. As soon as the screen goes black it WILL lock after the call ends even if the call ends just one sec after the screen lock. And even if you try to bring the screen back ON once it has gone black, by say pressing the Homescreen, it will still lock once the call ends. So either you keep the screen ON time for a longer period (causes battery drain) or click homescreen before the screen times out to keep it alive.
The best solution I had was to install Screen ON. Here you have the option to keep the screen ON for the apps you select. There are several apps like this. However those apps do not list "phone call" as one of the options to keep screen on. This particular apps has an option for "phone calls" and it works. It will not allow the screen to go black during the call. Maybe this will use some battery since it keeps the screen on for the entire duration of the call but it is much better than to try and key in password while driving on a locked screen. And of course it keeps the screen on only for phone calls and/or other apps that you would have chosen. Below is the url to it. Note that after KtKat upgrade the apps crashes. You will see the reviews for the same. But even after the crash it works in the background. And it was working fine before the Kitkat upgrade. Hope this long post helps!!
