Trouble activating an S3 on Page Plus.

I know that the 4G side of the service has been a bit shaky lately, but I have an odd problem that I've never experienced before and I'm hoping someone can possibly help. I have a brand new Galaxy S3, and originally sold it to a customer and performed a ESN change from an iPhone 4. Everything went through as usual and I turned on the S3 and waited for it to activate. It told me that the activation failed, and it appeared to be an issue with the antenna. I returned the phone and started the process again. Long story short, after two brand new phones and 4 sim cards, the damned thing still will not activate, even with it's own number. Has anyone else had an issue like this and if so, how did you resolve it? I've tried talking to PPC Dealer Support, but they haven't been the slightest bit of help. Cheers!
