Problem with smart screen

As you can see in the picture below i have enabled the smart screen feature and there is no eye icon and the smart screen feature is not working at all. Does anyone have an idea why this wouldn't be working? Thanks in advance

The icon only appears just before it turns itself off...its only there for a second or two (upper left corner)
