After KK, phone volume slider in shade pull down disappears

I noticed that after rebooting the phone that the volume slider is seen in the shade pull down. But later, say after pressing the "clear" button, it never comes back. Sometimes it doesn't show at boot, but I have noticed this a few times. Kind of like what the international version had on JB. Tried to get a screen shot, but it is so hit or miss when it shows up. Not a big deal really. Just a notable occurrence.

It only appears when something is playing or holding media output (music paused for example) or in a call.

Not true, at least in my case. I agree with the OP that after I boot up it is there! After I hit clear or after sometime goes by it is gone.

Then something is holding the media output of somekind, a startup sound or music player initializing, the volume control is only there when there is something to control in KitKat.

acejavelin is right. When music is playing, its in my shade.
