Unable to open MMS

Can someone please tell me what setting I have wrong. When someone sends me an MMS I can't open it. I thought it was because it was from another phone type but it happens from an S3 on the same carrier that I am on. I get the message as attached but clicking on download doesn't give the MMS.

First off are you trying to retrieve the message over wifi or mobile data

As waco2hot33 asked, if you're on Wi-Fi it's not going to open unless you have mobile data turned on. Verizon doesn't allow Wi-Fi mms download.
