Looks like an app they downloaded... "Remove apps" is not an app I have on my Verizon S4.

Actually, looks more like malware disguised as an android apk. I'd advise your friend do a factory reset. Though if I'm right he probably got it by trying to get paid apps for free from a pirate web site. Which would be poetic.

Its not an app. It also shows up on wifi, plus it has an android icon.

If he does not know what app he download and is causing this... I'd recommend he does a Factory Reset and only download and install apps that have a high star rating on the Play Store. Do it slowly and watch his data usage.
