Using mobile hotspot abroad?

My phone (Droid DNA) is global-ready, and I'm currently using it abroad with another carrier and another network (not CDMA like Verizon). The data speed is great out here, and I'd love to tether my tablet to my phone. However, when I try using Foxfi, I keep getting the following error:

"Internet not detected on your phone. Please make sure you have good data service and try again later".

The Verizon hotspot app just tells me an error has occurred. Any idea if there's a workaround for unrooted phones? Even if the phone were rooted, is there nothing to be done? I'm sure the error is a direct result of using a different network, but it sucks that Verizon still sets limitations on my phone when I'm not even on their network anymore.
