Right now I'm with AT&T. If I sign up for a contract on Verizon and use an existing Verizon phone I already own will I be able to purchase a new phone at the discounted 2-year price at a later point?

Yes. If you have your own device you can start the line of service on a month to month and have your upgrade available when you're ready.
