fixing boot loop issues

is this a major problem that is indicative of hardware problems on this phone or could it be fixed easily by putting a custom ROM/recovery on it? I was looking at getting one with a boot loop for cheap it appears to be running stock I was told it started after an update really trying to find one of these cheap so I can get a data plan.

As far as I know, there has not been an "official" update. Meaning from vm. Im guessing they had a bad rom flash or tried flashing a radio in the recovery (maybe a bad esn) in my opinion it wouldnt be worth it.
