Any charger will work. Don't worry about having a higher amperage than your original charger, because it's the phone that determines how much amperage to pull. It could be a 10A charger, but the phone would still only pull 2A (or whatever it's design) max from it.

I don't know much about installing different ROM's. All I can tell you is they are very device specific and you have to install one programmed for your specific model number. There is no generic ROM for phones, and there isn't even a guarantee that one is available. They are made by independent programmers, so your results may vary.

That's a car charger, right? If so, could you tell for sure the sound was coming from it and not through the radio? If it's coming from the charger itself, that's definitely not right and I'd exchange it.

It is common to get that type of noise through the radio as electrical interference under certain conditions, but usually involves having the headphone jack connecting the two and listening to the aux input on the radio while also charging the phone (higher quality radios do have a filter to stop this).

Ok, my mistake. Yeah, I wouldn't use it personally. I've never had one make any noise like that, so I'm thinking something is defective.

Suggest you to Use voltage or surge protectors when charging devices, especially when in doubt of the quality of your charger.

It's never a bad thing to get a stronger charger. The phone is what determines how much current flows through, so there's no risk there. A weaker charger would just charge slower, or still cause you to loose charge in worst case scenarios.

I doubt that would make a difference. Surge protectors stop problems before they get to whatever is plugged in. If you plug in a defective charger, it is still possible to damage your phone even with it plugged into a surge protector.

Correct, up to the limit of the charger of course. Look at it this way, consider your home electricity. Not sure about where you live, but in the U.S., our standard circuits are rated at 110V @ 15A. That's up to 1,650 watts of available power on each circuit. If actual current (and to a certain extent, wattage) was determined by the delivery source, the phone charger would be blown as soon as you plug it into the wall.

From a technical design standpoint it would be fine. I'm not familiar with that brand or the website, though. Considering the price I saw for it, I would have some concerns about durability and defects, so check the reviews and such to see if it's a reputable brand.
