The camera hardware may have failed. Try Settings, Apps, All, scroll to camera, and Clear Cache. Restart the phone.
Try also Safe Mode.
But I'd be surprised if either of those fixed the problem.

"Can't connect to camera", if nothing happened to the phone, is usually a hardware failure of the camera module. It's possible that something in the software, oor some interaction between apps, is causing the problem (which is what belodion was probably thinking of), but that's rare.
