How can I clear space in ROM

Cubot S208 phone; Android 4.2.2. ROM is 1008MB with only 79 MB free. 969 MB RAM, 421 MB free; internal storage 16GB, SD Card 16GB

I cannot download or update apps; not enough memory available. I have moved all apps to internal storage where possible. I have tried disabling / killing / force stopping apps but nothing frees space. There are 78 apps which cannot be disabled.
Is there an answer other than rooting?
