I just got my Samsung Galaxy Note 8 which is my second Android device I've had in my life. The first years back was the original Samsung Galaxy Tab that I immediately gave away to my neighbor because of the vulnerabilities and lack of consistent updates for a wi-fi device. I'm hoping (years later) that if my tab has Android 4.2 can I root my tablet to get 4.4 Kit Kat immediately, or is that not how it works?

So Google doesn't offer up a version for everyone to install on their device instead of waiting on the brand they have to provide it?

No, they don't. Google just provides manufacturers with the source code, who then configure it to their liking for their devices. It would probably make manufacturers mad if Google provided an easy way to get rid of their android 'skins'.
