Blocking OTA update

About a week about I upgraded my Nexus 7 (2012) to lollipop and regretted it instantly. I've now restored KitKat (and rooted because why not at this stage).

However, I want to prevent the update from appearing on my Nexus. It has downloaded but not installed. I've blocked the update notification with Disable Service but I want to know this; if I clear the cache, will the update just download automatically again? Is there a way to stop it from doing so?

If you freeze the update app, it won't run, so you'll never hear anything about updates on the Nexus. I find that's the easiest way (short of flashing a ROM without an update app).

I took the 5.0.2 OTA and hated it. I rooted and went back to 4.4.4. Now of course I have the notification coming up for the 5.0.2 update. I too, would like to get rid of it. How do I do this?
