I want to make a android app that plot data on the google map which is sent by the arduino Gsm gps shield Continuously?

We can't tell you how to create an app, but there are many online sites that tell you how to proceed.

Basically, you learn programming, you learn Java, you learn the Android environment, you develop your app, you code it in Java and you have it. (If you're starting from scratch, it should take about a year. If you already know programming and Java, it should take about a week to learn how Android works, plus as long as it takes to develop the app. Coding it shouldn't take more than 1 day.)
