balnking blue LED on galaxy note 3

Hi there,
I received a low battery notification on my galaxy note 3 and a few minutes after that the smartphone was shut down but with a blue LED blanking and the back button and menu button is on!
I connected it to charger but there was no reaction !
I tried to restart it but it failed!
can anyone help me ???

I would try another charger to see if this helps ... If not try a battery pull (removing the battery for 30 seconds) and then try turning it back on.
