Why can't I complete master reset on my Samsung Galaxy s3?

Can't complete master reset on Samsung Galaxy s3

I factory reset my phone and when I turn it back on it of course goes to master reset where I choose the language. But after I choose the language and selected my wifi it goes to "EULA & Disgnostic Data" I checked the terms and agreement box and then press next. But then a box appears saying "Unfortunately, Google Account Manager has stopped" and it goes straight back to "EULA & Disgnostic Data." What do I do?
