Getting mobile data limit exceeded notification

I just bought an HTC One M7 in July and about half way through the month I got a notification (icon in the notification bar) stating I have exceeded my data limit. It has been triggering every cycle at about 700mb (my data package is 2gb). I have done a factory reset, cleared out the notifications from Verizon for data usage, no notification settings on the phone for data.
One thing I did learn is when I press and hold the notification it directs me to the app info and it is going to my Android operating system.
I have an open ticket with Verizon and no resolution yet.

Hello.

If you go into the settings and check the configuration for data usage, is "limit data usage" checked? If it is, uncheck it to see if that will fix it. If not, when you hold the notification and it takes you to the app info page, see if you can disable notifications there.

I have tried it, but the notifications box is a "light" color and I cannot uncheck it. Thank you though!
