Android OS draining data

I'm using HTC one m7 and have noticed that ever since I made the upgrade to Android 4.4.3, Android OS drains my data. Everything from background data restricted, even for individual apps as well, to backups being turned off, yet Android os drains more than 20percent of my total usage. How can I stop this?

Welcome to Android Central! Have you turned off Location Reporting in the Settings>Location​ menu?

Yeah. Location is turned off at all times. Data use by Android os keeps rising

Hard to say what it might be. You are using a decent amount of data over your browsers as well as via tethering, so it may be a byproduct of your general usage.

Rooting the device can give you access to control your data flow...

OP: Unless I'm reading the stats wrong, Android OS has used about a twelfth of the total data consumption, say 8%. I've just checked mine for the same dates and it's about a fourteenth, say 7%.
