Best way to reset ZTE Valet for tracfone?

[AC Question]

Turned on TALK. The one that announces everything on your screen. Stupid, I know. But now I can't turn it off. Going to settings and need to scroll down to ACCESSIBILITY, but it won't scroll. Nothing will scroll. Nothing. Phone works fine, just no scroll. Thinking reset might fix it. Any and all ideas accepted and appreciated.

Welcome to Android Central! Does the touchscreen register touches normally? Can you go to Settings>Apps>All​, select Talkback, and Disable it?
