why isn't my brand new phone charging

I just bought my phone today and I plugged in my phone around 10 when I had 20%, instead of it going up it went down. It has been plugged in for about 4 hours & it's currently in 4%

Welcome to the forums. What kind of phone is it? The things I immediately think to try are:

• try a different USB cable
• try a different AC adapter
• try a different outlet
• check to see if the unit charges when the power is off

If none of these has any positive effect you may indeed have a defective device.
