Question Charging speed is slow when plugged sometimes

I faced many issues every day but not all charging sessions are happened. When I plugged into a socket with my brand new charger, it shows the speed between 900 to 1000 mA even screen off (why this is the chosen number?) but if I remove and replug the charger it goes to around 2000 to 3000 mA. This happened in these sequence based in my experience:

Day - Charging session/attempts: avg. mA
1 - 1: 965 mA (12 seconds then ↓)
1 - 2: 2847 mA
1 - 3: 1976 mA (4 hours after 1-2)
1 - 4: 987 mA (2 hours after 1-3; 6 seconds charged then ↓)
1 - 5: 2791 mA
2 - 1: 3012 mA
2 - 2: 2409 mA (5 hours after 2-1)
2 - 3: 2606 mA (3 hours after 2-2)
2 - 4: 2800 mA (6 hours after 2-3)
2 - 5: 945 mA (2 hours after 2-4)
2 - 6: 2987 mA (8 seconds after 2-5)

This happens every day but isn't frequent.

It is normal? This happens to other phones as well even the 65W fast charging is slow unless you unplug and replug from the socket.

EDIT:
My phone is realme C2, and I brought the new charger which can charge up to 3000 mA screen off. This only happens about 3 times a day

As Fuzzy says, but to add, it could be the the plug end that goes in to phone may be a little bent, or the USB port in the phone has a softened metal interior. I can't think of a better way to describe it atm, but I sent my old Nokia away for a free port and charging board 3 years ago as they knew it was a known issue with some devices that had sub par metal ports that expand a little over time. Worked fine since, until I sold it recently.

I currently use a well used cable at home on my current Xiaomi and occasionally it shows "Charging" instead of "Fast Charging " or "Quick Charge" until I plug it in again.

You didn't mention what phone, charger or cable you are using. It sounds like it's a fast charge negotiation issue... if you leave it plugged in does it go up after a few minutes? The most likely candidate and easiest potential fix is a bit of cable wear.
I'm using a charger that can charge up to 3k mA screen off. I leave my phone charging while in screen off (see the picture) and it only gain 4% for very long time. After unplugging and replugging the USB in the adapter (not in the phone then BOOM! 2700+ mA
