picture attached I get an error saying I have a Low Account Balance

When I try to send a text with a picture attached I get an error saying I have a Low Account Balance. What is it and where do I go to correct the problem?

Pictures are sent by data. Evidently you don't have enough data left in your account. You'll have to buy more. (If this isn't a prepaid account, you'll have to change your data plan or wait until the next billing period.)

It's a carrier account issue, not a phone issue.

I have Ting as my provider and it is a pay as you go deal. It says I can download up to 100 mb before I jump up to the next level. It shows I have only used 13 mb. Thank you for any help.

I found the problem. Under My Account there is an option for device settings, when I choose to edit it there is an option to send / receive pictures video and group messages. This was disabled and after I enabled it I could send attachments. Thank You for your help
