What does error message DF-PPA-10 mean when trying to purchase coins in a game?

Any Gane that I play in Google game while trying to purchase coins or gems within that game I get the Error Code DF-PPA-10. My Google accounts are connected to google play. I know my card on file is fine. I go to the play store and can purchase any game, just can't purchase anything in the game app. How do I fix this? Wray do I do?
