My tablet wont charge or turn on. How do I fix it?

I have a samsung galaxy note 10.0 tablet that won't charge for me or turn on. When i plug it in a blue battery pops up and then it turns itself off and repeats for as long as it is plugged in. It never actually charges so i can turn it on and I've tried a new charger and it didn't help. I even tried holding down the power and volume button to restart it which did restart it but did nothing to solve my problem. I don't want to get a new tablet and I have some important things on this one. Can anyone help me?
