Why can't I talk on my Galaxy S4 and use my camera or recorder at the same time?

If I'm talking on my Galaxy S4 during a regular conversation and try to open/enter the camera mode I get the following message...

Warning--Unable to start camera during call.

Is there a fix for this???

Welcome to the forums. It's probably ROM or even OS limited. In which case, there probably is no way to change this.
