my note 2 has just stopped working it wont factory reset

my phone was at 15% when i put it to charge and when i checked on it, it was just showing the battery icon with it showing like its loading and it wont move any further from there. as well as when i try resetting the device its not allowing me to do so.

Welcome to Android Central! Are you saying it won't power on at all? How long have you left it on the charger? Let it sit charging on a wall outlet for at least 4 hours before trying to power it on again. Press and hold the Power button for at least 10 seconds. If that doesn't work, then the battery might be failing--try a new one.
