Help!!!!

Hi there,
I have just deleted all my setting on my android tablet! I can no longer access settings...I can't do hard restore too,what do I do?! Please help, thank you.

Welcome to Android Central! Which device? How did you delete settings? Are you talking about the actual System Settings menu? Is the device rooted?

I have bought chinese tablet not sure what model it is, yes... i deleted the system settings...

It works but i can not open setting i accidently deleted all the setting when i opened files through usb on computer. This is how it looks

I'm not sure if you'll be able to do anything about that. You shouldn't be able to delete system files on an unrooted device, even when connected via USB to a computer, so that makes me think that the device was already rooted when you got it. If you actually deleted system files without any kind of backup, then your only hope would be to find a copy of the stock ROM specific to that device and reinstall it--but this will be challenging, because your device is a no-name Chinese device, and even if there were one available, it'd be hard to locate it on the web, since it's a no-name.
