I have a Samsung Note 10.1 (2014 edition). Is there a way to reduce camera setting lower than 2048 x 1152, down to maybe 640 x 400. Or a resizing app for android to resize images in bulk

If the option isn't available in the camera settings then you could look at downloading a 3rd party camera app, some of the more popular ones like "manual camera" offer options to reduce the file size.
