Notifications on some apps not working

[AC Question]

I receive notifications on email, text, updates, facebook.
However CNN, BBC, Twitter notifications don't work.

I get a response a few minutes after I update the notifications on the app: "we could not update your notification request. Please try again later".

I tried a factory re-set, uninstalling an re-installing apps etc.

Is this a Lollipop issue?

I am going nuts trying to re-solve this.

My provider says it is a problem with the apps...
