Dropped my phone in water, will not turn on

I have a Samsung Galaxy S3 mini and i dropped it in the bath, it was completely submerged but only for about 1 or 2 seconds.
I immediately took out the battery and dried everything off and tried to turn it on. When it didn't, I plugged it into charge and it showed that it was charging so i assumed it would be fine. An hour later I go to turn it on and all it does is boot up to where it says Samsung Galaxy S3 Mini before turning off again.

It shows signs of life like showing that it is charging while plugged in however it just will not fully turn on...

Any suggestions?

Putting the battery back in was your first mistake. Turning the phone on was the second one. Charging it was numbers 3 through 20.

You probably need at least a new motherboard. (Considering the cost of the repair, and the price of a good used S3 [or S3 mini] - see Swappa - it may not pay to repair it.)
