Article 161 virus only affecting "Internet" on Tab 4

I was on the internet on my Tab 4 at the time of this "pop up" accusing me of downloading child porn and of course it has the normal instructions to pay 250$, I like the way the $ is after the amount, and when I cancel the request for payment, the pop up appears and I can't get it off of the page. The heading of the pop up is "confirm reload", which I have not done. I have put my tablet into safe mode and cleared the history from the internet and there are no new apps that I see. Everything else works fine on the tablet, Facebook, E-Bay, etc. I am using Chrome and have access to the internet. What can I do to eliminate this ransom virus? Thanks for any help!
