Why can't I transfer photos from Samsung s3 to PC?

Hi. I am having problems transferring photos from my Galaxy S3 to my PC.
When I connect via USB I should be able to open the notification panel and touch Media Device (MTP) but my phone gives me no such option.
My phone bleeps and starts charging, my computer bleeps and recognises that it has a device connected.
I have uninstalled and reinstalled the drivers and they are fine. My computer automatically installed them when I connected.
I have downloaded Samsung Kies and Smart Switch both of which fail to connect device to pc every time I try.
Any help or advice would be much appreciated.

I would try another usb cable and also another usb port
