Samsung Galaxy Centura won't turn off, won't fully work

After discovering that the phone had died overnight I plugged it into the charger and waited for it to charge, I gave it about 6 hours to fully charge.

After unplugging from the charger and trying to power up it will only power up to the point where you can see the Samsung white text on a black background and will not power up any further.

I cannot power down. pressing the power button for a short press does nothing. Pressing and holding the power button in for ten seconds will cause the phone to go dark, vibrate once and then power back up to the Samsung title screen. Holding the power button for longer than ten seconds it will vibrate more than once and return to the Samsung screen.

Pressing and holding the power button + the volume up button does the same thing pressing and holding the power button for ten seconds or more does.

Since I cannot power the phone off, I cannot remove the battery.

The place where purchased says they don't do repairs, but they are more than willing to sell me a new phone, which I don't want.

How do I power off the phone, or otherwise make it work?
