Giving correct gmail account but still can't get into phone

I did a factory reset and now have to put in my gmail account. I'm putting in the right things but it keeps coming up saying 'please enter a owners account of the device'. If I click on 'need help finding account' then it tells me my account but then still comes up with the same message!
