Tablet cannot connect to WiFi to get outside address, android google system.

Most wifi require a log in... even if the network is open. Try connecting to the wifi, then pull down your notification shade to see it there's a notification. Click on the notification and see if it asks you to log in. The log in may not need a password, it may just ask you to agree to their terms.
