Welcome to Android Central! Is the phone completely lost, or did you recover it, but it just won't power on?

If it is on the sd card then you can remove it and use a sd card reader with a computer to read the data. The s5 has some water resistance, but it isn't waterproof and the water resistance is in stagnant tap water, not sea water under potentially a current.
