why don't all 3 of my devices apear when choosing where to reset from?

I have 3 devices linked to my google account. 2 tablets and my nexus 4. When I did a factory reset upon restoring it only gave me options of restoring from one of the tablets and not my phone.
How can I find the backup from my phone?
