I am looking at a 32" tv. What would the difference be between HD, FHD and UHD

Would the HD give me a decent picture. Just want it for TV nothing else

Those are simply ascending degrees of resolution. You'll have to judge for yourself what is acceptable, since that will vary from one person to another.
