Bought a 32 MB Sandisk micro SD card. My Samsung Note keeps telling me to mount an SD card

Out of memory. Deleting things to use my phone. I put a brand new 32 MB Sandish micro card in and the phone doesn't seem to know that it is there. The mount SD card is not highlighting so that I can touch it and use it. It still says insert SD card. I have taken out and put it in multiple times. I have turned the phone off and on several times also. Do I need to return the card? Is it a bad card?
