Why does my battery give false percentages?

For a couple days my galaxy Note 4 wouldnt charge all the way up. The first night it got to 75, the next to 50, the it wouldn't go past 18. So I ordered a new battery and plugged it in but t wouldn't charge if I used the phone. It only charged if I left the phone alone. So o left it for a while and it only got to 48 percent. I put the original battery back in (the one that said it wouldn't charge past 18) and then it said it was at 100 percent. Is my phone screwed up or what?

Please make sure you're using OEM charger and cables. If your using after market charger/cables, this could be your issue. You can also enter recovery mode, and wipe Cache Partition to see if that helps!
