I can't turn off location services -- Galaxy S5 VZW

In the past, I was able to enable GPS (Location Services) when I would use my phone as a GPS while driving. I could toggle on/off as needed.

Now, If I go to settings->Location->Off/On Toggle it just flips back to "on" and never switches to "off". I think this started about a month ago or so. Could be the result of Google Services, but I've turned down everything I could find and it still won't shut down. My goal is to switch back to Power Saving mode.

Perhaps you have an app installed that's enabling Location. Start your phone in Safe mode and see if your toggle works as it should. If it does, then an app is causing the issue and the only way to fix it will probably be to uninstall the app.
