how do i turn up the volume on galaxy 4 phone

Make sure there is no "Do not disturb" settings set.

Next, use your volume rocker whole you are on your home screen and push the upper button. A window should pop up with a slider scale that begins to move from left to right. Make sure it goes all the way to the right. Also note, in the box above the slider scale it should say Ringtone.

Also check your quick toggles to make sure no silent mode or vibrate mode is enabled.
