lost phone my note 3 and its still active

I lost my phone a month ago. Interestingly Google map can still locate it on its timeline. I'm just wondering if there is a way I can track its sim card. It seems it has been illegally unblocked as I blacklisted it. I keep seeing it's locations and the police aren't as proactive as I thought they would be. What else can I do.I tried the Android manager but it's not working. I can only see it's movement via Google history. It's soo frustrating to know, some one is using your phone and can't seem to do anything. What else can I do to get its number. Is it possible to get it through Google history.

Hi - when you say Android Device Manager isn't working, have you tried it again? the GPS must be on in order for you to see the Google Maps history so I would imagine Android Device Manager would work at some point?

have you seen any patterns in the locations the phone is travelling too?
