Every time I power off and back on it's upgrading Android 1-45 its been 3 days its stil Optimizing

Every time I power the phone off and back on it thinks it's upgrading Android 1-45 its been 3 days now its stil Optimizing the apps. Anyone have a fix for this?

That is way to long for it to be optimizing. My guess is one app not playing nice. If you can, I would do a boot up into safe mode to see if that gets you into the device.
