My Dead grandpa's tablet

[AC Question]

So my grandpa Died and I am left with his tablet. It's a 4 year old, barely touched, Samsung and it can't do anything internet related even when connected to the Internet, no email, no you tube, nothing. It says I can't sign in and then says the device may not be provisioned for data services. And while it is not connected to any data plan it is however connected to the internet so I don't see why it isn't working. Someone please help me!

I'm confused. How do you know it's connected to the internet if nothing internet related is working?
