Why cant i use my drpid razor verizon pho e until i set up wizard before i use my prepaid phone

I have Verizon prepaid droid someone victory reset so google is asking me to use account that was previously synced on device .I don't know how can I get a new one or change phone number

You cant. You must use the original Google account that was used when the phone was set up. It's a security feature

It's a security features to prevent stolen or lost phoned from being wiped and reused. You will need the Google account info that was on there at the time of the factory reset.
